Online entry service training of local public service concludes in Banke

A five-day capacity building training ‘Enhancing Effectiveness of Local Government in COVID-19’ concluded on Friday. The Province Training Academy Nepalgunj, Banke that is also serving as the Provincial Centre for Good Governance (PCGG), imparted the online service entry training on 14-18 June.

Academy’s Executive Director Moti Prasad Sharma told RSS that the training was organized to strengthen the capacity of the newly-entered assistant level public service employees thereby improving the public service delivered by the local levels.

As many as 51 new employees serving in the local levels of Banke and Bardiya districts under the Lumbini Province participated in the second slot of training.

In the inaugural session of the training conducted with the assistance of the Province and Local Government Support Programme (PLGSP), Sharma highlighted the role of the Academy in strengthening the capacity of the local levels in the evolving federal context. “There is no option to adopt a virtual model of training in the troubled times brought about by COVID-19 pandemic. However, we are mulling to deliver such training in coming days in a more effective way”, he noted.

Academy’s Curriculum Development Expert Bishnu Neupane shared that the training covered 20 different areas based on five modules including office operation and capacity building, local-level operation and management, economic operation systems of local level, service delivery, and good governance and planning and development management. “Effectiveness of the training will be measured in the grid of public service at the local level. We will also design and deliver refresher training as per the need”.

Also on the occasion, the Technical Assistant of Khajura Rural Municipality Banke, Nirmal Regmi said the training has facilitated a process to resolve the challenges the new employees faced while carrying out their jobs at the local level without any training.

Likewise, Tulsi Karki, an employee working at the Education Section of the Bansgadhi municipality of Bardiya said the training has created positive energy within her to deliver effective service during the time of pandemic and also pledged to implement training learning in practice.

Training Coordinator Tek Narayan Dhakal said the training resources and certificates would be distributed to the trainees in their workplace. He cautioned the new service entrants to improve public service delivery from the local level in an accountable and responsive manner.
