Commercial buildings not charge parking fees to customers

Commercial buildings (private marts, restaurants, shopping complexes), hospitals and other health service providers within the Kathmandu Metropolitan City have to provide free parking services to the customers.

The Chief of Kathmandu Metropolitan City, Balendra Shah (Balen) informed that businesses and service providers in residential or commercial buildings are prohibited from collecting vehicle parking fees from related service users.

According to Chief Shah, if a building is constructed commercially for the purpose of vehicle parking, it has been arranged that the property tax will be exempted for 10 years from the date of completion of the building. In case of using the parking area of the building for which the map has been approved for the purpose of parking, the Metropolitan Corporation will take action according to the prevailing laws and decisions. Property tax and other related taxes will be collected from such places.

Vehicle parking will not be allowed on public roads. For providing parking facility to any vehicle given by the Kathmandu Metropolitan City itself for a certain period, a fixed vehicle parking fee will be charged.

A person or organization operating a parking business in a private building or land must obtain prior permission from the Metropolitan Municipality.

New roads, Dharmapath, Kantipath, Darbarmarg and other inner urban areas (Tripureshwar, Ratnapark, Bhotahiti, Kesarmahal up to Lainchour) designated areas in the central part of Kathmandu have been placed in Zone No. 1. For vehicle parking in this area, 15 rupees for 2 wheelers for the first half hour and 25 rupees per hour have been fixed. Similarly, 50 rupees for the first half hour and 80 rupees per hour have been fixed for 4 wheelers.

Other places within the metropolitan area are considered area number 2. In these areas, 15 rupees per hour for parking 2-wheelers, 40 rupees for 4-wheelers and 100 rupees per hour for vehicles larger than 4-wheelers have been fixed.

2-wheelers can be charged Rs 15 for the first half hour, Rs 25 for the first 1 hour and Rs 5 for every 15 minutes after that, in commercially operated parking on private property. Similarly, for 4-wheelers, Rs 40 for the first half hour, Rs 75 for the first hour and Rs 15 for every 15 minutes thereafter can be charged.

Parking fee will not be charged for vehicles used by disabled persons. Similarly, free parking arrangements will be made for emergency service vehicles and other vehicles designated by the Metropolitan Municipality.
