Arzu Deuba requests the law on rape be amended

Nepali Congress central member Dr Arzu Rana Deuba has requested parliament to amend the existing law on rape in Nepal.

She said it would take time for survivors of rape to speak out in public and that it could take years for them to muster the courage to start a fight for justice.

Congress leader Dr Deuba, who has been campaigning in the field of women's health and women's rights, demanded that the law be amended in Nepal, citing the change in laws that allow nations to prosecute and bring to justice child sex offenders and rapists even after decades.

Congress leader Deuba has requested the Government of Nepal, especially the Ministry of Women, Children and Senior Citizens and the National Commission for Women to form a committee to amend the rape law and expedite the amendment process as soon as possible and pass the law through fast track.

She said that a woman who has survived rape will feel the pain for the rest of her life and for her it would be like stopping the clock at the most tragic moment of her life, so there should be no time limit to talk about the pain of rape and to seek legal redressal.

In a statement today, she said, "Crimes are crimes. If a crime can be prosecuted even after 20 years, why is there a time limit for a rapist to be charged within a year?" Nepal should not delay changing the law and guaranteeing security to women by removing the time limit.

In her statement, Deuba said, "Recently, a younger sister dared to speak publicly about the pain of rape. I appreciate her courage. I urge the Government of Nepal and especially the Ministry of Women, Children and Senior Citizens and the National Commission for Women to form a committee to amend the rape laws as soon as possible and pass the law through Parliament.''
