The Kathmandu Metropolitan City (KMC) has passed six work procedures with amendments.

Those endorsed documents are ‘Indrajatra Festival Conservation and Revolving Fund Operation 2078 BS’, ‘Gender-based Violence Elimination Fund Operation 2078 BS’, ‘Scholarship 2078 BS’, ‘Human Trafficking and Smuggling Prevention 2078 BS’, ‘Heritage Building Design Guidelines 2078 BS’ and ‘Revenue Discount 2078 BS’.

According to KMC spokesperson Ishwarman Dangol, the documents were endorsed by the KMC 66th executive meeting held recently.

As per the work procedures, the KMC will contribute Rs 20 million followed by Rs 15 million by the Federal Government, Rs 10 million of the Province Government and Rs 5 million of the Guthi Sansthan to manage the revolving fund for the operation of the Indrajatra, the historic cultural festival of Kathmandu.

Likewise, the Fund relating to Gender-based violence is meant for assisting the survivors of domestic or gender-based violence and human trafficking while the Scholarship Work Procedure is for financially assisting students from the impoverished communities for higher and university education.

As per the local government’s ‘ Education Act 2075 BS’ the institutional schools are required to allocate a ten per cent scholarship quota to the target groups and the Human Trafficking and Smuggling Prevention Work Procedure aims to control human trafficking and smuggling inside the metropolis area. Forced labour, domestic servitude, coercion into the sex trade are known as major forms of human trafficking.

Likewise, the Heritage Building Design Guidelines aim to promote public and institutional buildings with grant assistance to have typical exterior designs and already build structures to change their outlook. The Revenue Discount Work Procedure is about giving tax discounts to individuals or organisations working for the causes of the public and the community.
